FG Greenlights ₦920B Overhaul of Lagos Airport and Six Other Aviation Projects

At Thursday’s Federal Executive Council meeting, chaired by President Bola Tinubu, the Federal Government approved a ₦920 billion infrastructure overhaul across airports nationwide, including the complete reconstruction of Murtala Muhammed International Airport (MMIA) Terminal One in Lagos. The initiative is under the Renewed Hope Infrastructure Development Fund and represents an ambitious leap in modernizing Nigeria’s aviation sector.


Key Components of the Aviation Upgrade

1. Lagos MMIA: Terminal One Reconstruction

  • The 22-month flagship project will strip the existing structure to its bare frame, rebuilding all mechanical, electrical, and plumbing systems for international standards.

  • Estimated cost: ₦712.26 billion, executed by China Civil Engineering Construction Corporation (CCECC), builder of Lagos Terminal Two.

2. Terminal Two & Apron Expansions

  • Approved works include apron expansion, new access roads, bridges, and auxiliary infrastructure linked to Terminal Two.

3. Airport Security Enhancement

  • Lagos Airport to receive a 14.6 km high-security perimeter fence with CCTV, intrusion detection, solar floodlights, and a command-and-control center. Cost: nearly ₦50 billion, 24-month timeline.

4. Domestic Apron Upgrade

  • Conversion of 82,000 m² apron across phases at the Lagos domestic terminal to rigid pavement.

  • Budget: ₦24.27 billion, 17.5‑month delivery window.

5. Runway & Lighting Upgrades at Kano & Port Harcourt Airports

  • Kano: Runway and taxiway rehab with CAT‑2 airfield lighting for ₦46.39 billion over 24 weeks.

  • Port Harcourt: Similar upgrades, budgeted at ₦42.14 billion.

6. Enugu Airport Concession

  • The full business case approved for the 30-year concession of Akanu Ibiam International Airport, Enugu, including its cargo terminal—part of plans to encourage private sector involvement.


Government & Minister Statements

Minister of Aviation and Aerospace Development Festus Keyamo hailed the approvals as a “landmark intervention,” affirming President Tinubu’s focus on elevating aviation standards nationwide.

“Today, aviation received the dedicated support it deserves from the Renewed Hope Fund… We’re building modern, safer, more efficient airports across the country.”
